What Is CalFresh?

CalFresh is California's name for the federal Supplemental Nutrition Assistance Program (SNAP). It provides monthly food benefits loaded onto an EBT card that works like a debit card at most grocery stores, supermarkets, and farmers markets — including at many Amazon Fresh and Walmart Grocery online stores.

CalFresh is one of the largest anti-hunger programs in the country. In California alone, more than 5.1 million people rely on it each month to afford food. The program is administered by the California Department of Social Services (CDSS) through county social services offices.

CalFresh benefits are completely free — there are no fees, no premiums, and no repayment required. Benefits do not count as taxable income and generally don't affect other programs you may receive.

2026 CalFresh Income Limits by Household Size

Most households must pass a gross income test (all income before deductions) and a net income test (after deductions). The gross limit is 200% of the Federal Poverty Level. The net limit is 100% FPL. Elderly (60+) and disabled households only need to meet the net income test.

2026 Update: Income limits increased with the new federal poverty guidelines. A single person can earn up to $2,510/month gross and still qualify. Always apply — deductions for housing, childcare, and medical costs can significantly reduce your net income below the limit.
Household Size Gross Limit (200% FPL) Net Limit (100% FPL) Max Monthly Benefit
1 person $2,510 $1,255 $292
2 people $3,406 $1,703 $536
3 people $4,311 $2,155 $768
4 people $5,108 $2,554 $975
5 people $6,003 $3,002 $1,158
6 people $6,899 $3,450 $1,390
7 people $7,794 $3,897 $1,536
8 people $8,690 $4,345 $1,756

Source: 2026 Federal Poverty Guidelines. Maximum benefits shown are for households with zero net income. Your actual benefit = maximum benefit − (net income × 0.30). Each additional person above 8: add ~$896/month gross limit, ~$448 net limit. Verify at GetCalFresh.org.

How your benefit is calculated: Once you pass the gross test, your net income is calculated by subtracting allowed deductions — a standard deduction, earned income deduction (20% of wages), housing deduction (rent/mortgage minus utilities, capped by household size), dependent care costs, and medical expenses for seniors/disabled. Your monthly benefit = maximum benefit minus 30% of net income.

Who Qualifies for CalFresh?

CalFresh eligibility depends on income, household composition, residency, and immigration status. Below are the main eligibility categories:

🇺🇸 U.S. Citizens

Citizens of any age who meet income requirements and live in California qualify. There is no asset test for most CalFresh households — savings and property generally don't count.

🌎 Legal Immigrants

Permanent residents (green card holders), refugees, asylees, parolees, and many other qualified non-citizens are eligible. Most must live in the U.S. for 5 years before qualifying (exceptions: refugees, asylees, veterans, and their families).

👶 U.S. Citizen Children in Mixed Households

If a household has mixed immigration status, U.S. citizen or qualified immigrant children can still receive CalFresh. Undocumented parents do not need to apply — only eligible members need to be listed.

🧓 Seniors (60+) and People with Disabilities

Elderly and disabled households only need to pass the net income test (not the gross test). They also receive a higher medical expense deduction, which can significantly increase their benefit amount.

🎓 College Students

Most college students enrolled at least half-time are NOT eligible unless they meet an exemption: working 20+ hours per week, receiving TANF, caring for a child under 6, or participating in certain work-study programs.

💼 Working Adults (ABAWD Rule)

Able-bodied adults aged 18–54 without dependents may be subject to a work requirement of 20 hours/week (ABAWD rule). California currently has a statewide waiver in effect for 2026 — contact your county to confirm current status.

Note on Undocumented Immigrants: Undocumented immigrants are generally not eligible for CalFresh for themselves. However, U.S. citizen or qualified immigrant children and other eligible members in the same household CAN receive benefits. Applying for eligible household members does not put undocumented members at risk — immigration authorities are not notified.

How to Apply for CalFresh

You can apply any time — CalFresh has no enrollment period. If you have an urgent food need, ask about expedited benefits when you apply (available within 3 days if your monthly income is less than $150 or your resources are less than $100).

1

Apply Online (Fastest)

Visit GetCalFresh.org — a free, easy-to-use application in English and Spanish that takes about 10 minutes. Or apply through California's official portal at BenefitsCalWIN.org. After submitting, you'll be contacted within a few days to complete a phone interview.

2

Apply In Person

Visit your county social services office (also called Department of Social Services, DPSS, or Human Services Agency). Bring your documents and a staff member can assist you with the application. Most offices offer interpretation services in multiple languages.

3

Apply by Mail

Download and complete the SNAP/CalFresh application form (SNAP 1 or CF 285) from your county's website or CDSS.ca.gov. Mail it to your county social services office. Processing by mail may take longer than online or in-person applications.

After you apply: You'll be scheduled for a phone or in-person interview. Most applications are processed within 30 days. If approved, your EBT card arrives by mail within 7–10 days. Benefits are loaded monthly on a schedule based on your case number.

What Documents Do You Need?

Having documents ready speeds up processing, but you can still apply without all of them — the county will work with you to gather what's needed. Here's what to prepare:

📋 Photo ID (driver's license, passport, or state ID)
🏠 Proof of California residency (utility bill, lease, or recent mail)
💰 Proof of income (pay stubs, employer letter, or bank statements)
🔢 Social Security numbers for members applying for benefits
👶 Birth certificates for children applying for benefits
🏥 Medical expenses (for seniors or disabled household members)
🧾 Housing costs (rent/mortgage, utility bills)
🌐 Immigration documents (if applying as a non-citizen)

Self-employment or irregular income: You can self-attest your income if you don't have documentation. The county may ask you to sign a statement describing your income and expenses. Keep records if possible, but don't let missing documents stop you from applying.

How Much CalFresh Can You Receive?

Your monthly benefit is calculated based on your household size and net income. The maximum benefit assumes zero net income — every $1 of net income reduces your benefit by $0.30.

Example calculation for a family of 3:

  • Gross monthly income: $2,500
  • Minus 20% earned income deduction: −$500
  • Minus standard deduction: −$204
  • Minus shelter deduction (rent above threshold): −$300 (example)
  • Net income: ~$1,496
  • Maximum benefit for 3 people: $768
  • 30% of net income: $449
  • Estimated monthly CalFresh benefit: $319

Real calculations are done by the county using your exact expenses. Even families earning above the gross limit may qualify if they have high housing or medical costs. Use our screener to estimate your eligibility →

EBT Usage: Benefits load on your EBT card monthly. You can use your card at most major grocery chains (Safeway, Ralphs, Vons, Trader Joe's, Whole Foods, Costco, and more), farmers markets, and online at Amazon Fresh, Walmart, and Instacart. Unused benefits roll over month to month — they don't expire if you use your card at least once every 12 months.

Common Misconceptions About CalFresh

MYTH
"I work, so I don't qualify."

Many working Californians receive CalFresh. The gross income limit for a family of 4 is $5,108/month in 2026. Even above that, deductions for housing and childcare can bring your net income below the threshold. Always apply and let the county calculate.

MYTH
"Applying for CalFresh will hurt my immigration case."

CalFresh (SNAP) is explicitly listed as excluded from the federal public charge rule under the 2022 update. Receiving CalFresh does not count as a negative factor for most green card applications. If you have specific concerns, consult an immigration attorney. CivicBridge never shares your information with any government agency.

MYTH
"I have savings, so I can't get CalFresh."

Most California households have no asset test for CalFresh. Savings accounts, a car, or a home generally don't affect eligibility. California eliminated the asset test for most households — income is the primary factor.

MYTH
"My undocumented family member's status will come up when I apply."

You only need to provide information for household members who are applying for benefits. Undocumented members can be excluded from the application entirely. The county does not share applicant information with immigration authorities.

Frequently Asked Questions

What is the CalFresh income limit for 2026?

+
The gross monthly income limit is 200% of the Federal Poverty Level. For a single person, that's $2,510/month; for a household of 4, it's $5,108/month. Net income (after deductions) must be at or below 100% FPL — $1,255/month for 1 person. Elderly and disabled households only need to meet the net income test. If your income is close to the limit, apply anyway — deductions for housing, childcare, and medical costs often bring net income below the threshold.

How long does CalFresh approval take?

+
Most applications are processed within 30 days. If your household is in immediate need (monthly income below $150 or resources under $100), you may qualify for expedited CalFresh within 3 business days. Tell the county about your urgent need when you apply. After approval, your EBT card arrives by mail within 7–10 days.

Can I get CalFresh if I'm already on Medi-Cal?

+
Yes. Medi-Cal and CalFresh are separate programs with similar but not identical income limits. Many households qualify for both. When you apply through BenefitsCal.com or your county office, both programs are typically evaluated together using a combined application. If you receive SSI, you are generally automatically enrolled in CalFresh in California.

What can I buy with CalFresh EBT?

+
You can use your EBT card to buy any food for home preparation: fruits, vegetables, meat, poultry, fish, dairy products, bread, cereals, snacks, seeds, and plants that produce food. You cannot use EBT for alcohol, tobacco, vitamins, hot prepared foods (ready-to-eat), pet food, or non-food household items. Many major grocery chains and farmers markets accept EBT. Amazon Fresh, Walmart Grocery, and Instacart also accept CalFresh online.

Will getting CalFresh affect my taxes?

+
No. CalFresh benefits are not taxable income. You don't report them on your tax return, and they don't affect your tax refund or Earned Income Tax Credit. Receiving CalFresh also doesn't affect Social Security benefits, SSI, or other programs you may receive.

Do I have to work to get CalFresh?

+
Some able-bodied adults aged 18–54 without dependents are subject to a work or training requirement of 20 hours per week (the ABAWD rule). However, California has a statewide waiver that has suspended this requirement in most areas. Households with children, seniors, people with disabilities, and pregnant women are generally exempt from work requirements. Contact your county to confirm current requirements.

How often do I need to renew CalFresh?

+
Most CalFresh cases are reviewed (recertified) every 12 months. Some households with more stable income and elderly/disabled members may be certified for 24 months. You'll receive a notice before your certification period ends reminding you to recertify. If you miss the deadline, your benefits stop — but you can reapply immediately.
