It provides monthly food benefits loaded onto an EBT card that works like a debit card at most grocery stores, supermarkets, and farmers markets — including at many Amazon Fresh and Walmart Grocery online stores.
CalFresh is one of the largest anti-hunger programs in the country. In California alone, more than 5.1 million people rely on it each month to afford food. The program is administered by the California Department of Social Services (CDSS) through county social services offices.
CalFresh benefits are completely free — there are no fees, no premiums, and no repayment required. Benefits do not count as taxable income and generally don't affect other programs you may receive.
Most households must pass a gross income test (all income before deductions) and a net income test (after deductions). The gross limit is 200% of the Federal Poverty Level. The net limit is 100% FPL. Elderly (60+) and disabled households only need to meet the net income test.

How your benefit is calculated: Once you pass the gross test, your net income is calculated by subtracting allowed deductions — a standard deduction, earned income deduction (20% of wages), housing deduction (rent/mortgage minus utilities, capped by household size), dependent care costs, and medical expenses for seniors/disabled. Your monthly benefit = maximum benefit minus 30% of net income.
CalFresh eligibility depends on income, household composition, residency, and immigration status. Below are the main eligibility categories:
Citizens of any age who meet income requirements and live in California qualify. There is no asset test for most CalFresh households — savings and property generally don't count.
Permanent residents (green card holders), refugees, asylees, parolees, and many other qualified non-citizens are eligible. Most must live in the U.S. for 5 years before qualifying (exceptions: refugees, asylees, veterans, and their families).
If a household has mixed immigration status, U.S. citizen or qualified immigrant children can still receive CalFresh. Undocumented parents do not need to apply — only eligible members need to be listed.
Elderly and disabled households only need to pass the net income test (not the gross test). They also receive a higher medical expense deduction, which can significantly increase their benefit amount.
Most college students enrolled at least half-time are NOT eligible unless they meet an exemption: working 20+ hours per week, receiving TANF, caring for a child under 6, or participating in certain work-study programs.
Able-bodied adults aged 18–54 without dependents may be subject to a work requirement of 20 hours/week (ABAWD rule). California currently has a statewide waiver in effect for 2026 — contact your county to confirm current status.
You can apply any time — CalFresh has no enrollment period. If you have an urgent food need, ask about expedited benefits when you apply (available within 3 days if your monthly income is less than $150 or your resources are less than $100).

Visit your county social services office (also called Department of Social Services, DPSS, or Human Services Agency). Bring your documents and a staff member can assist you with the application. Most offices offer interpretation services in multiple languages.
Download and complete the SNAP/CalFresh application form (SNAP 1 or CF 285) from your county's website or CDSS.ca.gov. Mail it to your county social services office. Processing by mail may take longer than online or in-person applications.
After you apply: You'll be scheduled for a phone or in-person interview. Most applications are processed within 30 days. If approved, your EBT card arrives by mail within 7–10 days. Benefits are loaded monthly on a schedule based on your case number.
Having documents ready speeds up processing, but you can still apply without all of them — the county will work with you to gather what's needed. Here's what to prepare:
Self-employment or irregular income: You can self-attest your income if you don't have documentation. The county may ask you to sign a statement describing your income and expenses. Keep records if possible, but don't let missing documents stop you from applying.
Your monthly benefit is calculated based on your household size and net income. The maximum benefit assumes zero net income — every $1 of net income reduces your benefit by $0.30.

Many working Californians receive CalFresh. The gross income limit for a family of 4 is $5,108/month in 2026. Even above that, deductions for housing and childcare can bring your net income below the threshold. Always apply and let the county calculate.
CalFresh (SNAP) is explicitly listed as excluded from the federal public charge rule under the 2022 update. Receiving CalFresh does not count as a negative factor for most green card applications.
